Your theory sounds plausible since some of what you say is true, but the Europeans completely bought into the U.S. way of land-use post WWII. In fact the garden city movement that was so popular post WWII here that led to the suburban nation that we are today, was started in England and Europe pre-WWII. What actually happened is they started to see the problems of suburbia and the disaster of too many cars in the 60's and 70's and started correcting it by moving back to a more dense, central districts and preventing development outside of those areas (much like Portland did in the 70's and today). The entire New Urbanism movement of the 90's here in the states is based around this. Western countries are simply too democratic. Processes require too much public consultation and input, too many studies, too many layers of approval. There are so many different places at which an initiative can be blocked, delayed, or derailed and so many different stakeholders who can do so. Infrastructure projects take a long time, but parties and candidates keep getting voted in and out of office, so a "yes" decision can easily be reversed later. Local politicians will squabble over turf and engage in horse trading and pork barrel politics. The influence of union labor and excessive safety regulations is large, so things will plod along with little sense of urgency. Then, when the project has run massively overtime and over budget, politicians will start cutting, scaling back, and reducing the scope wherever they can to avoid the ire of their restive constituencies.<br /><br />Asia does not give a fig. You don't want it in your backyard? Too bad. It's in the national interest. You can't hijack this project because of your petty personal concerns. Didn't get adequately compensated for your land? We all have to sacrifice for the greater good. Workers have crummy conditions and pay? Too bad. You should have studied harder so you wouldn't have to be a construction worker. Perhaps you can browbeat your children to excel so that they'll have a better lot in life. Behind schedule? Over budget? Not acceptable. Everyone involved must do whatever is necessary to make the project a success. Their jobs are on the line. <br /><br />In Asia, democracy means that you are choosing your officials, but that's where your say ends. When you vote for them, you are empowering them to do whatever it takes to get the job done. You do not get to nitpick or have a say about the process or the means. No one gives a hoot about your opinion; majority rules. If the elected officials do not fulfill their pledges, voter retaliation will be swift and absolute. When I explained to Asians how public works projects go in the United States, they were appalled: "Why would you tolerate that?" Why indeed? <br /><br />Western countries are starting to find that they simply are not nimble enough to compete with this kind of efficiency. Trust in democracy is falling. If we can't get our act together, we will reach a crisis point. I can certainly imagine things getting bad enough that there is a revolt and takeover by, say, non-ideological Silicon Valley overlord types. The developing world is already leaning toward the Asian/Chinese quasi-authoritarian model. It's simply more efficient. And as many have discovered, as long as people have enough freedom and enough prosperity, they'll be satisfied enough with their lot in life to hand over control of the details. In today's world we are seeing these migrations happen within a period of years or even months. Cultures and languages of an area can be changed overnight.<br /><br />We tend to focus on migrations, or expulsions, from a totalitarian system into a non-totalitarian system. Is the playing field even? Should it be even? Russian has used the movement of peoples from Russia into the Baltic states as a way of destabilizing these states and thus allow for Russian culture to move into these areas. Once in, Russia is now saying that it needs to move into these areas in order to protect its people. Does this not sound like the annexations of parts of Poland and Czechoslovakia by Germany in the pre-WWII period? <br /><br />China's movement of people into areas of the south, the building of artificial islands, and China's annexation of Tibet are real world issues under the cover of migration. <br /><br />We have laws that limit the number of people that can occupy a building. We also have an obligation to explore and recommend positive ways forward. One such suggestion is a series of commemorative sites comprising a Freedom Trail celebrating the courage of those citizens who supported and used the Underground Railroad that assisted those escaping slavery in the US. Such a Freedom Trail would provide a meaningful road trip and a reminder of the humanity of those taking the risks to help others to safety. If the municipality takes a shortcut, and expects to have off the cuff special restrictions written into a zoning decision for a specific project (church for example) to stand, they are deluding themselves. If there is community pressure to allow the church free reign, then the only regulations that will stand are the well reasoned and well documented measures that must apply in all districts. Small suburban towns don't spend the bucks necessary for a skilled zoning expert to cover all bases. Excessively high structures need to be pushed back from property lines, buffers appropriate to the lines of sight have to be established, noise, air pollution from fumes... all these things are handled appropriately, in detail, in successful zoning ordinances. At the same time, they tend to be necessary, putting necessary distance between elected officials and governments and actual for profit development projects.<br /><br />The big issue is accountability mechanisms, true and real citizen input into plans, and public plans. Ec. Dev. Corps. don't go through the same kind of capital budgeting planning processes from the standpoint of being public that local governments mostly do (DC doesn't do capital planning like most jurisdictions, neither does the federal government. This is a problem.)<br /><br />A few years ago I wrote a bunch of pieces on cultural and economic revitalization programs in European cities as part of an EU National Institutes of Culture project in Baltimore. The case studies I wrote on Bibao, Dublin, and Liverpool convinced me that there are 6 elements necessary for successful revitalization initiatives:<br /><br />- robust, visionary plans and frameworks<br />- identity and branding systems<br />- implementation organizations<br />- funding<br />- accountability mechanisms<br />- the ability to take advantage of opportunities not specified in hyper-specific plans but encouraged by the framework and focus of the various planning documents.<br /><br />Where the development organizations that you are writing about typically fail in the US is over public planning and engagement and accountability mechanisms.
